Cowboy Bebop's Wen strongly reminded me of Rin Kobayashi from Please Save My Earth, as they both were deadly children, and they both shared the same voice actor, Yumi Touma. Touma was sort of reprising her role as Rin when she played Wen, and Rin-kun was the first character I thought of for this list.

Surprised with the lack of mention of Mermaid Forest's Masato. spoiler[An 800-year old immortal child who used mermaid flesh to manipulate women into becoming his immortal guardians, not caring for the risks that come from eating it between being poisoned to death or turning into a monster. Even if they become immortal, Masato is known to abuse his guardians and would eventually dispose of them if he deems them worthless. He tried killing off Yuta to force Mana into becoming his new guardian.]

An excellent choice, though unfortunately an anime hardly anyone has seen these days unless you watched an old VHS or laserdisc copy way back when (the full movie isn't available in English anywhere on the internet right now, not even in fansubs - I was looking for it just a couple of weeks ago).

Hansel and Gretel from Black Lagoon would also fit nicely in this list.

And my favorite Final Fantasy installment is VI, which I played to death back when I still had a working SNES.

That and I literally forgot Wen even existed, he was just that forgettable. Props to the article for putting Mariko from Elfen Lied on the list though.

Why is Lil' Slugger not on this list? Also for the survey, great for Steven Universe but why Avatar? Didn't that end years ago, is it still playing?

It's findable, you just have to know where to search. It helps if you don't forget it's a part of a collection of OVAs called Rumic World (not to be confused with a BD release a few years back, that didn't contain any of the old OVAs despite sharing the same name). Other OVAs in the Rumic World collection are Fire Tripper, Maris the Choujo, Laughing Target, One Pound Gospel and Mermaid's Scar.

As you said, none of these early Rumiko Takahashi OVAs have been released outside of vhs or laserdisc, not even in Japan. Which is a real shame...

Actually, the arc for it was later adapted for the TV anime adaptation of the Mermaid Saga manga called Mermaid Forest that came out in the early 2000s. Apparently due to its darker and more violent content, the episodes for it were never aired on Japanese TV and was released direct-to-video.
