How did Van and that Dragon get to Earth in the first episode? I don't think it ever explained how he could there himself but couldnt send Hitomi back.

There's various times in the story where the characters have been almost "swept" away with very little explanation. Sometimes it's better to not think too much with fantasy stories such as this.
In other words, I think it just... happened because it was like fate.
I think the sweeps happen if Hitomi Kanzai is very emotinoal at the time or has visions and then her pendant reacts. spoiler[ The pendant contains the power of Atlantis it makes her wishes come true if I remember correctly. ]
