Bandai dubs and YTV (CanCon question)

So we all know Canada's YTV loves its Bandai dubs, particularly around 1999-2002 or so. But how does that fit into the CanCon requirements? I was sure Bandai had its headquarters in Vancouver and that combined with the Ocean Group dubs qualified for full CanCon requirements. I was wrong with the Bandai headquarters thing, but does a Canadian dub give a full pass on the CanCon requirements?

Seven years later, and I still can't believe they aired Endless Waltz first...

Bandai's HQ is in LA, IIRC, and that may explain their fondness of the ADR studios in that area.

But yes, if a anime series has a Canadian dub, it is worth CanCon points. Not nearly as much as a fullfledged, written by Canadians, paid for by Canadians, and filmed/animated in Canada production, but stillit provides some points.

As well, don't get the wrong impression here, Ocean Group and its' offshoot in Calgary, Blue Water, are not owned by Bandai. Viz, FUNimation(DragonBall, and DragonBall Z where orignally from OG), and Geneon have had titles handled by Ocean in the past.
