Now, if this was to ban the possession of real child pornography in Japan, why are they essentially putting the entire bill on hold to "study" virtual pornography. Putting the necessary step of outlawing possession of real child pornography to study virtual porn seems like they're just dragging their feet by not addressing the issue at hand, and instead worrying about something not quite as important. The only thing I could see is if they're considering to put virtual pornography under the same roof as real in this law. But I don't see why they couldn't just outlaw the real stuff now, and then go back to the whole virtual debate after their study. Just seems kind of nonsense.

They aren't putting the whole thing on hold.
Quote: | This year's proposed bill will outlaw the possession of child pornography with up to one year in prison and up to 1,000,000 yen (about US$10,000), but not include virtual depictions in the enforcement. |
They are only putting the part concerning virtual pornography on hold. Real CP is being outlawed.

They aren't. The child pornography bill is going forward, but without the clauses that would affect manga and anime. Like the article says, the bill on the "real" stuff is being introduced, but the study on the "virtual" stuff is happening separately.

This should be a no-brainer, passing the law will make alot of people happy.
But studying the "virtual" law, well, it shouldn't have to be studied for 3 years. I mean, what's the point?? It still depicts the same thing, it doesn't matter if it's a pic or drawn out.
And just how many of these "virtual" pics are they going to "study" before a decision is made???
Kinda makes you wonder??

I think the whole thing is messed up. Child porn should definitly be outlawed, but how can you outlaw drawings? In my opinion, (which doesn't matter), loli is disgusting, and it may make you just as twisted as a pedophile simply for enjoying it. You ARE enjoying seeing children being screwed around with. Despite whether or not they may be real, it's the whole concept of it that's messed up.
But, despite that, I still don't see how you can outlaw drawings. What's next? Hentai as a whole? Soft core anime? Does Love Hina fall under this? What about Elfin Lied? If they take one step, how far will they go in the future???
Just some thoughts.

Passing that law could get a lot of harmless people arrested.

However, if they are reading this, they should be arrested and possibly hung.
Discusting how people can be. Hell I'd even strave them if they did that type of crime.

The thing is most people I know who look at loli and/or shota know the difference between reality and fantasy. I'll admit I love loli but I would never have real CP. That's disgusting. If the pictures aren't real then no one is getting hurt. In fact I think you can find that most people who enjoy loli/shota are against real CP.

I don't think the whole virtual part will ever slide -- and if it does, it will probably just end up in people working their way around it like they do for adult material published in the US. Just look at yaoi books in English print. They're often really obviously about people under 18 and in school settings, but come with a disclaimer that says "this pencil drawing is over the age of 18. We promise!" in the front of the book.
So while I don't support the whole loli craze, I think fans should still have the right to access it. You can't put an age on a drawing, and if you try to make a law to force it, you just end up nowhere. They'll probably take the exact same loli-style picture and write "this person is 18!" on a disclaimer in tiny text in the background. Who benefits from this?

I'm 100% for outlawing real child porn in Japan -in fact it's already outlawed where I live (obviously not Japan) so my commenting on this side of the issue is purely "academic"- but the whole "virtual" thing raises quite a few questions regarding how do you determine the age of a non-existent character.
What about adult depictions of characters who are technically underage?
If you don't know the details beforehand, a considerable number of characters can look like an adult, in the eyes of any reasonable person, if only physical characteristics are considered.
Or what about characters who are technically adults but don't look anything like it?
A reasonable person who does not know any details would label those characters as underage, even if that is not technically the case.
Does each specific depiction overrule official information or vice versa?
There is a fair amount of ambiguity, to say the least.
Personally, I have little to no interest in loli, as a whole, but I can see the consequences of a poorly worded law stretching much farther than that, if the issue isn't at least studied.

Cute or sexy is one thing, virtual child-porn is another.
If people want to look at porn it's up to them, but anything involving children is sick and wrong, even if it's animated or drawn out. I don't believe it's art, it's just a way to substitute a twisted fetish.

Who would admit to enjoying CP? How is watching drawn children being raped different from watching real children being rape? People are still jerking off seeing children being raped. They may be drawings but it gives the viewer the same reaction.

Yes...but it's not DOING the same thing. No one is getting hurt. How is that so hard to understand?

You can stop pushing your opinion on people Sticks.
Anyway, Japan should just follow the US congress's rule on it. Which the last 4 times they tried to ban it, it was ruled unconstitutional because it didn't actually harm anyone. So at least us in the US don't have to worry about losing our fan-made loli . That's one thing I like about the US, if it doesn't harm anyone then it's fine.
I hope their study comes up with the same results and they keep it legal in Japan. I mean, the age of consent in Japan is 13 (except in certian areas) and most "loli" is around that age...todderlcon is gross.
