Dilandau from Escaflowne (naturally) gets my vote!
But Mouse from the Armitage Dual-matrix movie comes to mind...probably cause I expected the english voice over to be Marilyn Manson

Mine would be:
Dilandau from Escaflowne
Genya from Giant Robo
Vincent from Cowboy Bebop movie
Although among these three Dilandau is the one who resembles a psycho the most the other two try to destroy the world (or part of it) for their own selfish reasons. Vincent thinks he is dead and simply wants to cross to the other side and Genya is willing to kill everyone, including his own sister, to avenge the humiliation of his father.

Well, I know Yu-Gi-Oh is highly looked down upon around here, but I still like it, and my favorite anime psychos are Malik and Yami Bakura from YGO^-^

Does Shinji from Neon Genesis count? Kid's definately psycho.
I'd have to agree that Dilandau is one of the most psycho characters I've seen. I also liked Faust from Saber Marionette.

Dilandau Albatou, Soujiro Seta,
I think makes them so interesting is that they are remorseless killers that were the result of (Dilandau especially) their really messed up pasts. It was really satisfying to see what became of them in the end.
I don't know if Spoor from Crest/Banner of the Stars series is considered a psycho, but her second in command thinks she is. She is also easily the most likeable character in the show. The Bebaus twins are delightfully loopy as well.

Suikotsu from the Shichinin-Tai group and thats from of course Inuyasha. Vincent from the Cowboy Bebop movie is another of my favorites. And my 3rd favorite is also from Inuyasha and its When Inuyasha goes into his 3rd form(blood risen hanyo) and becomes a mindless killing machine!

Hmm.... for being the sinister type, It's a three way tie between Dilandau, Vicious, and Shishio.
OTOH, for comedic value, you can't pass up Jinnai from El Hazard. ^_^

It's a tie for me between Dilandau from Escaflowne, Dio from Last Exile, and if XXXholic is ever to become an anime, Yuuko would be in the running for my fave anime psycho.

Jinnei from Rurouni Kenshin, useing shinnou ippou(move that immobilizes people) to kill people. And how he tried to get Kenshin to revert back to a hitokiri.

Father Anderson from Hellsing, because I absolutely love that whole "superpowered religious uberzealot" thing he has going.
Makoto Shishio, Soujiro Seta, & Enishi Yukishiro from Rurouni Kenshin...arguably the three best antagonists of that series.
