When I got my Last Exile box set; the mouse pad was taped to the top of the artbox. In removing the tape, I also removed some of the art on top of the artbox. Has anyone else ever had this problem?

Mine was the security device stuck onto the top of the Loveless box. That was irksome due to the REALLY dumb location of the security device. Why not put it on one of the DVD cases? But then, the Loveless box is really cheap, and Last Exile probably has a nicer box, so it was probably worse for you DX.

I've ran into this type of problem more than once, and it really pisses me off. I feel your pain.

I've had a lot of problems with security devices put on manga by Borders. They're difficult to remove from the inside covers Also the security tape on an Ah My Goddess DVD tore a little bit off the slipcase cover. Which made me sad and want to buy a new dvd just to get one that wasn't messed over!

I've never had this problem with artboxes myself, all of mine are in pristine condition so far. I have had this problem with sleeves though and have ended up tossing a number of sleeves as a result. Either the security tag tears them or the store uses those price tags that are impossible to remove and end up taking a lot of the sleeve with them.

FUNimation had a problem where some of their releases had the security tape adhere to the cover. Irked me to no end with Fullmetal Alchemist and Burst Angel.

Yeah Funimation DVD cases tend to be a bit worse than average with the security tape stickies, but other companies get it too sometimes with certain batches of product.
But here's the golden method to get rid of the stickies. After removing the security tape, you put it on again and take it off again. Repeat this 10~200 times as necessary and eventually all the stickies come off perfectly clean. The only unfortunate thing is that this is really the only method that works well. All other methods such as trying to rub the stickies off, or use of water or alcohol or any other type of solvent, generally only make the problem worse. And if you've already tried those methods and made the problem worse then the security tape method which DOES work will probably not work anymore. Also, if you wait too long (i.e. you want to go back now that I've told you this and remove your old stickies) the method also no longer works well.
If you no longer have the original security tape with you, you can use any kind of regular tape to try to remove your stickies or old stickies but it may not work as well.
I had lots of stickies on my old DVDs until a comic-collecting friend told me of this trick. This same trick works on sticky stuff in general, like removed price tags and whatnot.

Yeah I hate all that. It pisses me off too! Why is Borders so stupid? I hate it even more when they put the security device on a page instead of the cover. Then it almost always rips out the whole page. Fortunately usually it's on a useless ad page at the end of the manga, but still. I get most of my manga from Collector Maniacs to avoid that problem, but they don't always get everything so I have to get stuff from Borders too sometimes.
Some Borderses don't use the security devices though. It's a store-specific decision. I forget which ones in Hawaii don't use them though.
I don't like it when the tops/bottoms of my DVD paper covers get torn too. Fortunately it rarely happens but I am still sad when it does.

I haven't destroyed an artbox, but I did cut through the packaging on a dvd cover. It was a funi yu yu hakusho dvd and the plastic covering semingly melted into the plastic box cover. I tried to cut through the top layer, and ending up cutting the whole thing.
I couldn't peel it off.
...hm. I never seem to have any trouble with Borders tags.

In the case of security sticker leaving residue on the clear plastic of the DVD case... lemon furniture polish works quite well on removing sticker residue... remove the paper inserts, spray the affected area with polish, let soak, then rub the sticky right off. It may take a couple applications. (technically, you don't have to pull the paper inserts out... but you can't let the stickies soak very long, so it takes more tries to remove.)
As a bonus, a quick rub over with the lemon polish can 'refresh' old scruffy-looking cases temporarily.
For the borders anti-theft tags... you know, I've never had a problem with those. Rather than pull them out normally (like in a DVD case), I just push on one side- they've always popped right off. Maybe the adhesive my Borders uses isn't as strong...
I do hate when the DVD security tape gets tuck to the DVD insert, though- I've yet to find a way to get that off without ripping up the top of the insert.

I'm always worried about removing security tags from books. They're usually stuck right in the middle. Fortunately, I've never had a problem removing them. I think DuelLadyS is right, the adhesive must not be that strong.
I've never had an art box tear (yet, I guess I should add). But I hate it when I rip the paper insert when removing the security tape. That's why I like to shop brick and morter stores for anime, when I can. I look for DVDs where the paper insert isn't sticking out beyond the dvd case, giving me a better chance at removing the tape without a tear.
I use goo gone, or something similar, to get off any remaining residue. It doesn't seem to harm the DVD cases.

I've actually never had one of those things on the box sets I bought.

That's the same method I use.
But I would say it works about 90% of the time.
Unfortunately it doesn't always work, even after 200 tries.
In which case, I break out the Goo Gone and Q-tips. Which works well. Just remove the inserts first. But I prefer to get it 100% off by the first to fifth rip if I can though.
