Romanization of "Himawari!"

The Japanese title of Himawari! (TV) is "ひまわりっ!" In it, does the small tsu (っ) just represent emphasis, rather than an actual "ii"?

Yeah, it's not "ii". The small tsu represents a completely different sound when it comes at the end rather than before a consonant.
