They won't respond because they know they acted in that way to avoid the criticism and shit talking they were receiving for using AI to create content.

This does not smell right. Even if they want to say it was due to offensive comments on BL anime, this is (unfortunately) not a new thing to surface. Proper moderation can deal with the bots and copypastas while preserving the 99% of comments that aren't that. Instead we get a dumb elementary-school level answer of "because these few people can't behave, nobody gets the privilege".
I do buy the suspicion that they want to keep negative subtitle comments down because some of the obvious machine-done/AI translations are pretty terrible, but hiding the ability for people to comment reeks of a company that is afraid of backlash or just doesn't care.
The proposed alternative -- which is just a star-rating system (that can also be ratingbombed by the same people that got pissy about a BL anime) and routing all discussion to their socials -- doesn't create community, it destroys it. All this means is the conversations will be dominated by the heavy-hitters and most hyped shows, leaving communities for the less-loved and hidden jewel shows hidden and obscured. That hurts the anime viewing experience for everybody, particularly those that aren't in the Shonen Jump fancamp.
CR seems to more want to control the message than foster a community.

I guess their AI moderators weren't up to the task of actual moderating. They DO have control over what people post through proper moderation. They could have easily banned people from leaving comments and reviews if they wanted to, but the multi-billion dollar company chose to save money and do it the easy way and make the whole community suffer rather than spend a little money and get real moderators (hell, I bet they could have gotten volunteers if they tried). They also had a big issue with people creating multiple accounts (as evident from your screen cap) and bot farms advertising websites and instantly getting 700 likes from other bots.
In early responses from support they were referring to the "community environment" like in the article, but after several people pointed out that the comments WERE the community they changed it to simply "the environment" in later responses. They had been giving unique replies, but now they seem to be using a blanket statement.

I don't know why anyone is surprised by this. Most large media sites have gotten rid of comments due to the amount of toxicity exceeding the ability of moderators to control. It's easier to push discussion onto social media where they can wash their hands of any offensive comments and advertisers don't have to worry about their content appearing next to DeezNutz1488's diatribe against gay people.

While the comments on BL stuff is pathetic, this is mostly due to them not wanting comments about their subs. The BL comments was just a great excuse. I'm sure they've been wanting to do this for ages.

Negative and really spammy comments were not just for Twillight out of Focus. There were same ones for Sakuna, senpai wa Otokonoko and Nare Nare from which I saw myself, including unrelated ones regarding certain elections. And Mayonaka Punch was reviewbombed after they removed the comments. I am sure there were more for the shows I o not watch. Last season things were far from being that bad.
Also, the mentioned "AI subs" were provided by JP licensor, not made by CR themselves and CR fixed English and German versionsv later.
While their solution is lazy and not good, people are putting a lot of disinformation here. They may have be unsatisfied with people complaining about subs missing or video issues (which were overblown) but why they only did this now as this was for ages?

You'd think if all it took to shut down an entire site's comment section was to spam CR would have shut down the comments ages ago even before they shut down their forums.
I also doubt it's a money issue since forum moderators generally don't get paid and it's all volunteer work. I'll throw my hat into the pile of them just wanting an excuse to get rid of comments due to either them getting bigger and more corporate or to shut down discussion of translation quality or other things that might cause people to talk back to them. Did people spam the Mob Psycho comments with that dub actor union thing back when it was happening?

I get that there are troll comments, and problems with copy-paste and/or botting, but the effect is that it also closes genuine comments and criticism. I don't think it was at a point where they couldn't have had employees whose jobs included going through periodically, say once a day, and do some cleaning.

People did complain a lot in the comments. Bad translations were mostly when CR had to use the subs from third-party licensor. Most of the complaints were due to different techniocal issues like subs or audio missing in episode release for some time.
