Not sure what to say about this, but I do think that in the spirit of 2000s anime revivals, there should be Neuro anime remake.

As a sucker for historic-fantasy titles (go watch Yatagarasu, it's really good), this is easily one of my most anticipated animes for summer, and with looks CloverWorks in the cooking and by looking at the trailer, it has the potential to be a hit.

Is this animated in ToonBoom Harmony because it doesn't appear to be traditionally animated with digital ink and paint.

I'm not sure what you mean. This just seems like very conscious design and composite work to create a gorgeous aesthetic.

I think ToonBoom or TvPaint was used for the inbetweens.

The color use looks great (in line with the covers). The animation looked a little stiff, though it's hard to tell from a minute long preview

Tokiyuki feels feminine, and yes that hair do is ridiculous. That said the opening segments of the trailer really felt like something from 90's Ranma 1/2.
