Without the pirary anime/manga wouldnt as big as it is today. Without it would still be niche in the West, still cringe, other would still be made fun off.
People who pirate bought Merch, Books, Figurine, Bluerays etc. The demand for it slowly rose, that led to more budget for new other things; People taked about it more, recommended more, more Western Publishers got demand for new titles, Crunchyroll and Manga buying got more Popular and so on and on.
Without that cycle of discovery and demand, even One Piece wouldnt be as ridicously overhyped as it is. Nobody would follow and any Author in Social Media.

While I think fine is good, three years in jail over IP and copyright is draconian. Pedos and rapists get less time in jail than this in Japan. ¥1.7b fine is good punishment.

this Japanese site can be a source for English translators to get the raw manga from, my friend.
