Yeah, things like that are never a good sign for the quality, but eh, at least the ED will be different from last arc.

This article did not say that this season will be that short. All it did was say that the Christmas arc was only 13 episodes. Even MAL still doesn't know how many episodes this season will have yet.

White Noise still being the opening (they’ll probably change the visuals) cements that this is just part-2 of season 2. Makes sense. The first part of season 2 aired at the beginning of the year. Wouldn’t make sense to call this season 3 when it premiers the same year, only 2 seasons apart. It was always a split-cour.
Furthermore, TR season 1 had the first opening for the whole thing. Only the ending changed midway through. The same thing is happening here. So it looks like TR will do 1 opening per season.
