I assume the lack of most of the globe is due to Funimation owning the license.

More like other license holders elsewhere. Remember Funimation is Crunchyroll now.

I don't know but it could be something like that, here in Latin America the first two My Hero Academia movies were licensed by Kem Media and got dubbed before the series proper got dubbed, albeit with a completely different cast than the one for the series, and most would argue that that the movie's cast was much better than the one Funimation ended up using for the series.

After a couple of hours of the film being out, it was made available to me (not in the listed countries). I wish CR would have said something about that in their news articles.
