This is something I really don't understand.
Is it something to do with classification? Perhaps region?
Or the potential for it getting popularized because the franchise is already kinda famous? I dunno much about it. Is there some other scandal this franchise is involved that has nothing to do with erotic scenes?
Look, Steam has straight out porn games, with hardcore explicit scenes, marked as adult content of course.
It also has visual novels ranging from completely tame, formerly adult with tamed down scenes, adult with no taming down, and even a ton of games with "hentai" in the title itself with explicit content.
It even has a whole bunch of games that caters to very specific genres of porn.
I'm also starting to see porn games with higher production, quality, and some games with explicit scenes showing up on previews, which seemed not to be allowed some years ago.
I dunno this series, but a quick look at images and gameplay didn't show me anything out of the ordinary.
And I know this because I get lots of indie games on the cheaper side... you start hitting the bottom of the list all the porn games start showing up. Bargain hunters will know.

There is exactly one thing that will get a game banned from Steam: if the person who reviews your application thinks you're sexualizing minors. No amount of porn or fetishes matter as long as there are no children involved.
Dungeon Travelers 2 has a couple of specific images that depict characters who look like children (although they do not have any ages listed) in sexual situations, and that's probably why Valve decided to ban it, although we'll never know for sure since Valve doesn't typically specify reasons and you're not allowed to re-submit it if your first approval fails. Those particular images had to be censored in order for Sony to allow an English Vita release, though, so they're a safe bet.
Although you're not too off the mark to ask "Perhaps region?", as Valve is known for having something of a bias against games with anime-style artwork, due to the fairly common belief that girls drawn in typical anime art styles look younger than they would in a more western style.

Would be really weird since none of the games (there are three of them, actually, the first one's English release just isn't until later this year) have PS4/PS5 releases, and NISA has never touched the DT games at all in the past. But maybe we're just here to complain about imaginary scenarios.
