Sentai never released the ova season that introduced female Rito and other key characters. That's a big oversight.

Licensing OVA's is tricky, but I still hope Sentai dubs it and releases it on BD.

Yeah, OVAs can often be their own licenses & productions entirely & don't automatically come with the TV series, especially depending on how the OVAs were actually released. For example, Sentai is re-releasing Kill Me Baby soon, but the re-release won't include the OVA, which didn't come out until AFTER Sentai's original DVD boxset, & in Japan was sold alongside a music CD, so Sentai would have to negotiate rights just for a single OVA that they might not even be allowed to release alongside the TV series.

It's why those Mushibugyo OVAs were released on their own (though, considering that those were "packaged with the manga" OVAs, it's amazing Sentai even managed to get them), or why Discotek has Kenichi TV but not the OVA continuation (or has Dancouga TV & the Blazing Epilogue OVAs, but not God Bless Dancouga). This kind of stuff can get all sorts of messy, pretty much.

The real question for me is, Will they continue where they left off with one of the main girls confessing to Rito?

It depends what you define as 'finished'. The Darkness plotline was certainly complete, hence the end of the Darkness manga. IIRC (and it's been a while so I could be very wrong) at the time they said there would be more, but it was never specified whether that would be a new series of just some one-shots.
