Thomas already has an antagonist like that. His name is Dr. Richard Beeching. He even has an axe.

I'd say it's weird to hear Thomas speaking with a Japanese woman's voice but, then again, it's weird for me to hear Thomas speaking at all since Ringo Starr just provided the characters lines within the narration. (I'm talking about the original British TV shorts that aired as-is on Canadian television in the mid-1980s before they were even incorporated into Shining Time Station. I don't think Shining Time Station even premiered on PBS until I was already in my teenage years.)

Technically, the original Thomas the Tank Engine shorts were live-action since they were just model trains and I don't think there was any stop-motion involved. Like, I don't remember the Fat Controller (this is what Sir Topham Hatt was still called when I was in my tween years) or other human figures actually moving, they just changed positions between shots.

Personally, if a tv series is entirely comprised of still shot photographs of scale models, I would probably call that very limited stop motion animation, the same way I would consider picture drama animation to be a form of very limited 2d animation. I'm still unsure of if I would call the Thomas The Tank Engine (the original version) as a whole animation. Toonhound happens to list its "animation style" as "radio-controlled models".

I think the original series trains were just customized electric model trains that weren't radio-controlled per se, they just went forward or backwards based on the direction of the electric current in the tracks.
I think they also built larger scale locomotive facades for close-ups, specifically when the eyes moved. There may have also been a larger-scale Fat Controller with a little articulation.
EDIT: Correction, they did use radio-control servos for the eyes.
