Am I the only one that feels Taro Yoko has always had talent as a storyteller, and using video games as a medium to tell those stories, but being undermined by poor funding and not actually understanding gameplay design? Apart from Nier Automata, most of what he’s made looks and plays too awful.
But the construction of his stories can’t work as visual novels. He should just demote himself to a writer and overseer with someone else handling the reins of gameplay.

I don't think this is so much Yoko-san's fault as the studios he's worked with. A major part of Nier:Automata's success was that many of Platinum's best people worked on it. cavia and Access Games were never on the same level; I mean, as an example, the latter made Deadly Premonition in addition to Drakengard 3.
That said, I'm cautiously optimistic and hoping he has a good team for this new game.

I think I read an article somewhere where he actually admits that he sucks as a conventional story writer, and that's why he can only make a living by making unconventional stories (and games).
I recall he penned a manga too a couple of years back. As far as I know, that too was pretty unconventional as far as it gets.

I watched his GDC talk from a few years ago, and I actually think he understands video games pretty well in terms of the player’s relationship to the game, both the limitations of games and creative ways to get around those limitations, but yeah, he’s just not super interested in the actual gameplay side of things. Like, he’s more interested in the philosophical side of what games means to players, I guess you could say? It reminds me a lot of the early academia papers surrounding games in the early 90’s and 2000’s, when there was a lot more interest in video games’ pure potential rather than as a commercial product. Lots more talk about video games as counseling tools or AI learning tools or gender exploration spaces, much more experimental stuff than we tend to get nowadays.
In that sense, I think he’s got a lot more in common with someone like Ueda than anyone else; both are directors looking to evoke specific emotions in their players, but if they’re not well supported by a solid foundation of other people who know what they’re doing and how to make it all work into one cohesive package, you end up with Drakengard 3 or The Last Guardian. :/

Or just repeat whatever they did with Automata?

Wonder why square\yoko taro didn't keep working with platinum, since it's by far their most successful project. Sadly will probably never know...
