So that means all illegal manga and anime sites in the Western countries will die because of it? If it's true, that means reading mangas and watching anime illegally will become not just harder but more unaccessible than ever.

So, it doesn't affect outside Japan, including in the Western countries? I thought it will affect worldwide like EU's GDPR last year.

Such a big waste of time and money. And still no proof piracy actually hurts sales while research shows that those who pirate wouldn't pay any way.

Sites with illegal video content like anime were already subject to this kind of punishment, this just adds manga, books, etc. Since anime sites still exist, the same will likely hold true with this.
Japanese publishers usually don't care as much about piracy outside of Japan, since they generally just license their content to Western companies rather than publishing it there themselves, so it doesn't directly affect their bottom line. I still remember when some of them tried to shut down access to certain sites just from Japan a few years back - they didn't care about shutting them down, but they definitely didn't want local Japanese people accessing them.

Interesting also - as we saw a couple of weeks ago, the more narrow/targeted approach of trying to fight the leech sites by trying to sue them outside Japan doesn't seem to work either. Or rather, it's just too hard to even get to work. So, time for this kind of all-out action.

Yaknow, usually when people say 'blah blah, pirates gonna pirate anyway', that's referring to the situation outside Japan. Do any of us in the peanut gallery know what's going on inside Japan? I'm actually curious, since the typical cited circumstances are a lot different there (availability isn't an issue, language isn't an issue, manga's pretty cheap there).

Japanese laws only apply to Japan. So if a site is hosted in Japan it's affected.
It will also hit Japanese ISP's that allow Japanese citizens to access foreign hosted websites.

What Japan really needs are fair use laws, not to go after people who are too broke to buy manga in Japan (where it's usually $4-5 a volume).

Fair use is a requirement in the internet age especially since anime episodes can be pulled due to parodies that could be aired anywhere else with no issues.

So in short, the passing of this law will only affect Japan where mangas are easily accessible and those outside of Japan where mangas are expensive and hard to come by are still safe, right? Just to confirm some questions I have on the issues

I have been watching manga creators for BL manga on Twitter. They are livid about aggregator sites. So those one stop shop kind of places are what all creators are trying to shut down. This goes for Korean and Japanese stuff. I see Korean and Japanese small creators quit sometimes. Nobody anyone would know... but yeah... discovering your for sale art when you are very small and have no legal way to fight them easily on illegal sites.
People think these artists make tons of money but you can imagine niche creations rely on every sale. I know yuri creators seem to have to have it tough as well. Eroge game makers say 80% of people who play their games didn’t buy it. This is according to stuff like offering unlocks for the lewd content.... it could be higher....
Generally I can only say the sentiments of the creators which is... they want you to buy it even in a foreign language if not available in your country. That your support and exposure mean nothing if it doesn’t translate into you buying what you stole. More than one manga artist has said that people don’t need their manga to be housed or fed but they need to sell their manga to be housed and fed.
Comparatively, anime creatives have been more quiet. But the people who make BL manga especially get like.... loads of hatemail on twitter.... from people who didn’t buy their work.
The unrest by niche , especially erotic and romantic creators is growing. I also know that there are a ton of Japanese pirates... it isn’t just western fans....
But I don’t really know anything else... just that yeah... it is definitely a job that relies on sales to get paid. And especially with ero works, being harassed by teenagers is not fun.
