It’s worth noting that The Pokémon Company did not actually exist when the anime first started and the ones who hired Mr. Paige would have been 4Kids Entertainment. (Who as we know, went out of business years ago after losing their Pokémon and Yu-Gi-Oh! licenses.)

True but it's not like the Pokemon company hired him for their rendition of the theme in XY. While in Japan if feels like we get a new rendition of the first theme from Rica every couple of years.

I was going to say it's been 18 years since we had Mezase Pokemon Master as an OP since it was back during the original series, but apparently they did air it for a few 20th anniversary episodes (I don't follow Sun & Moon much). Still, that's hardly 'every couple of years'. We've seen it 3 times throughout the anime's 22 years, and Rica only sang it twice.
And comparing Rica Matsumoto to this guy is unfair Rica is a legendary seiyuu who voices the main character, Satoshi, and also has sung many of the shows OP and ED themes. This guy appears to just have sung one of the dub OPs as his main claim to fame. They're nowhere near comparable.

Rica also does extensive Japanese voice dubbing for US television shows and movies shown in Japan (and is a former member of JAM Project), but even the Japanese singers who are only known for one or a few anime songs are still respected by the Japanese audiences.

I think this intro is surely somewhat better than the usual one for J-Pop in English featuring Honest Boyz, this song could have been the original one instead.

I know another thing is that Pokemon anime soundtrack is being handled by Sony Music Japan, and Rica Matsumoto somewhat signed onto it.
Pikachu Records used to produce all of the Pokemon anime soundtracks until parent record label Media Factory got acquired by Kadokawa Shoten and the label has been retired in 2013, in which Sony Music Japan takes over.
Artists singined under SMEJ had done a lot of Pokemon intro and ending theme, including movies, these includes the like of Ikimonogakari, Scandal (they have moved to Victor Entertainment in 2019), Tomohisa Sako, Yusuke, J☆Dee’Z, Shoko Nakagawa (also signed with Sony Music Japan), Little Glee Monster, Taiiku Okazaki, Porno Graffitti, YUKI, Rei Yasuda and ЯeaL.

There have been a couple of renditions for movies as well that are not just strictly openings for the show. The 1st, 4th, 5th, and 20th movies had the song as inserts and the upcoming 22nd movie will likely have it as well judging by the trailer. On the English side the theme has been done 3 more times and with a different singer each time while the original singer made an unofficial redub in 2016 much like this.
I'm not trying to compare their careers, but just the two opening themes. I'd say both openings are highly beloved to the fans that watched the show when it was staying out and I wish the Pokemon company would realize stuff like this.
