Not sure, but it’s not different from Water 7 and Ennies Lobby being classified as separate arcs, so it isn’t the first time something like this has happened.

Not sure, but it’s not different from Water 7 and Ennies Lobby being classified as separate arcs, so it isn’t the first time something like this has happened. |
That was different, that was also the case for the manga, though this is only happening with the anime.

Build more hype that way. It's an excuse to drop a new key visual and possibly a new opening song.
Someone at Toei probably looked at the last long arc, Dressrosa, and realized they could have marketed the whole Birdcage sequence as its own storyline as well. Which could also help stave off arc fatigue among fans.
