The original version of this early manga mag, despite not being like what we traditionally think of as a "manga mag", is 1 of the few manga mags in the public domain.

I wasn't referring to the cover image exactly, more the Magazine as a whole.Though it is possible there was a cover image like that at some point.

Puck was an American/German magazine with a British affiliate that competed with Punch. I assume Tokyo Puck was a Japanese/East Asian affiliate.
