That Dadan Tadan guy looks like a fat Tintin. And yet, he fits right in with Kouhei Horikoshi's distinctive character design. I don't know if Horikoshi designed all these characters though.

Seeing these designs, it makes me wonder about a lot of things that goes through the head of the God of that world, or whoever it is thats dispensing quirks. Like "you get to be a pyrokinetic, you get to be able to teleport, and you my dear get to be a horrible lizard mutant". Some quirks, definitely superior to others.

It's part of Horikoshi's way of designing characters, and they rarely have anything to do with their personalities or abilities. Tokoyami, for instance, has the head of a bird, his power is that he controls a powerful shadow monster, and he is a brooding but good-natured emo.
I suspect Horikoshi is something of a furry, though he rarely does this with female characters. Considering snake-head girl is a friend of Tsuyu Asui's (a main character), I take it she's friendly and sociable.
That being said, the idea of some powers being vastly better than others is a concept that's explored and deconstructed in American comic books every now and then. X-Men does it the most frequently (like with one character-of-the-week who receives the power to disintegrate all life within a 5-mile radius of himself that he cannot switch off, and the story was Wolverine's attempt to kill him with his consent), but it's also a central part of the premise for Wild Cards, where only a small minority of empowered people get useful powers, and most of the others mutate into something horrible or they can peel their skin painfully or somesuch.
