Did all the main people who worked on the first season go create Trigger? If that is the case I am not optimistic about this if it is a second season.

Dont do this to me man please, it took me a long time to cope with the fact that we never go a season 2 so to hear this makes me regain all that hope of possibly getting one or a movie and if its not.....I dont think i can handle it. but im gonna follow and retweet this just to be safe.

Oh please no, Panty & Stocking made by current Gainax & lacking any of the talent that made the original... you don't want that. You might think you do but you don't.
I can imagine the boardroom meeting now... "So guys, you know that final scene in P&SwG that Imaishi added as a self-referential joke to Gainax's infamously dodgy endings, but newer fans didn't get and thought served as a legitimate sequel hook... what if we actually treat it seriously and make a continuation?!" *Room bursts out in applause*
Cue a 26 episode web series about Panty & Stocking joining rival schools paintball clubs, sponsored by a local camping supply manufacturer.

A second season (or even a movie!) would be exciting news. Though I do wonder... Would the season one staff return to work on this? Or would it be getting an entirely new staff?

Given most if not all the creative talent behind the original series upped sticks to Trigger some time back, this is liable to be very different and possibly the left behind stump of Gainax trying to cash in on their old properties the company still holds.
Maybe we'll all be proved wrong and it'll be great.

Is that a joke for western audiences since Pachinko is only available in Japan?
This to me came across as one of the lesser works from Imaishi, though that may just be because I wasn't the main audience(whoever that was). But it still to expand the universe of Gurren Lagann or Kill La Kill, or better yet a new IP. I hope they are not making this just because of the ending, I'm sure that was just a joke and not a cliffhanger, the show had wrapped itself up after all.

Well after the founders left, the studio did well with members who had joined later and worked on these titles in smaller roles. Maybe they have some untapped talent? At least with this will know for sure.
