This lends credence to the speculation that there may be an official announcement at the end of all the Madogatari showings. Interesting news!

Yes, but what will ultimately come out. It should be a sequel to Rebellion. But the way they are going about it sounds like something new.

Mami is looking a lot like a character from another show, but I have to say, she is looking awesome too. Maybe they will finally give her the character development she didn't receive since '11

Mami immediately reminded me of Gilgamesh, I can't be the only one

I really wonder what this movie's plot is going to be. They keep saying it's something new but I still keep praying that it's a sequel to the Rebellion movie. That needs a continuation! But hey, if they want to create a new movie then I'm all for it.

I'm always ready for more Madoka. I'm hoping for a sequel of some sort to Rebellion, but I'll be happy with anything

Why are y'all thinking that the new installment might not be a sequel to Rebellion? There's hints that it will be a sequel in the concept movie itself. And that would make no sense. What is the "something new" that this could even be, other than a sequel? Nothing shown in this short is something that couldn't take place in a post-Rebellion world.
I was just worried that the new installment wouldn't be good, but the concept movie has put an end to those fears.

It's clearly a sequel to Rebellion. I've seen the first iteration of the video and can confirm that the transcript floating around;
Madoka and Homura: I wonder what ‘happiness’ is.
Madoka: It is the bright sunbeams of May.
Homura: It is a warm family.
Madoka: It is sunny-side up eggs for breakfast.
Madoka and Homura: But Heaven has none of those things.
Madoka and Homura: I wonder what ‘happiness’ is.
Homura: It is having your name called by someone.
Madoka: It is calling someone’s name.
Homura: It is someone thinking about you.
Madoka and Homura: The Goddess had none of those things.
Homura: A lizard-girl could not help but take pity on the Goddess.
Madoka: And still thinking that, the lizard-girl split the Goddess into two equal halves, and kidnapped one of those halves, taking her from Heaven to the surface of the earth.
...is accurate. I mean that's not the entire narration, but this is how it begins. Sounds rather like the ending to Rebellion, doesn't it?

That said it does sound like a sequel.
But the way they have gone about it is strange. People are expecting a sequel, so you announce a sequel. "New Concept Movie" is a strange term to be using for a sequel. It makes is seem like they are going in a new direction.

Considering how old this thread is, looks like the new concept movie didn't pan out, and they went with the Side Story instead.
