I only like Miyuki to a normal degree so I much prefer how this spin off gives more screen time to Honoka and Shizuku. The artwork is iffy in some places but overall it's nice and certainly better than the art of one of the other adaptations.

I'd say they're probably calling it a "lesser" version of the story because Miyuki has a significantly smaller part in literally every single important event in the story, and this follows around Miyuki (and the girls).
Doesn't necessarily mean everyone will enjoy it less.

It isn't really about her image or reputation; they just don't want attention drawn to her because they don't want anyone looking too deeply. In fact, her using magic isn't against the law.

So they basically translated the Japanese title to the complete opposite. Rettousei = bad/underachieving/inferior student, and suddenly it's honor student? Or am I missing a joke here? Anyway, I absolutely love the Light Novels, and to an extent the anime, but the manga is pretty bad imo. The anime pretty much focuses on the action, the light novels focus on the setting and technical details, while the manga doesn't really excel anywhere. It's still worth a read tho.

This is a spin off manga focused on Miyuki (hence the Honor Student), not one of the novel adaptation manga.

Yeah, I think you're misunderstanding. The Japanese title for the main series, both anime and LN, is Rettousei. For some dumb reason, the official English translation is Irregular (which isn't even close to the same...). This is suppose to refer to Tatsuya who is the main focus of the series.
Anyway, like you said, honor student would be the opposite of Rettousei, but that wasn't a translation error. The Japanese title of this spin off uses Yuutousei which is suppose to refer to Miyuki.
Although, at one point in the afterwards, the author actually says jokingly that he should change it to Yuutousei because Rettousei doesn't really describe Tatsuya anymore.
