... Why are they replacing the Japanese writing on Manon's notebook with gibberish? Like, if they replaced it with English that'd at least make sense but...

Actually, that the Pokemon world Language. They started doing that for the Anime in the Unova arcs, so it not really gibberish. (it just a fake Language)

... Okay, the fact that it's an actual decipherable language is kinda cool. It still doesn't explain the need to replace the Japanese text "マノンのメガシンカ絵日記" (Manon no Mega Shinka E-Nikki or "Manon's Mega Evolution Picture Diary") with just the word "POKEMON" written in the cipher language.

There are actually more people in the United States who can read Japanese than there are those who can read that cipher language.

What a wise use of the dubber's time and money.

which is the one thing that have fans POED with PUSA. at least in the school of hard knocks ep, 4kids kept some of the original texts which is the only praise they actually get.

its as i said, unless nintendo , game freak and pusa stop this nonstop nonsense of americanizing the series too much, the anime series will continue to be fresh meat for all the fansubbing groups in the world.

Only a tiny bit. But that's also the episode where they replaced the Japanese writing on Takeshi's flyers for the school with random French.

Wasn't there also an episode (s?) of one of the Yu-Gi-Oh! series where 4Kids replaced Japanese text with Latin?

Replacing Japanese text with gibberish isn't really anything new for this dub. Frankly, people who watch the dub should be grateful Strongest Mega Evolution got dubbed at all. They've skipped quite a few TV specials in the past and American viewers have yet to see them. Hikari : Setting off on a New Journey, Nibi Gym: The Greatest Crisis Ever!, Dent and Takeshi! Gyarados's Imperial Rage!, and Iris vs Ibuki! The Road to Become a Dragon Master!, just to name a few. So American viewers never got to see where these characters ended up after they parted ways with Satoshi.

Disappointed they took out Manon's "Aim to be the strongest Mega Evolution" line, though.

Well they dubbed the first special so it would be weird if they didn't dub the second one.
