What is the encyclopedia policy towards western only derivatives of an anime?

I am asking because somebody submitted beywheels in the awating titles list. I will include all the relevant details and sources in the approve/oppose page, but in short, it is a western continuation of japanese beyblade frenchise who does not got approved in japan, nor translated and dubbed to japanese, So i wanted to submit oppose... but than i saw stuff like "yu gi oh: capsule monsters" do exist in the encyclopedia.

So concerning beywheels case, what are the guidelines?

A while ago, Dan42 wrote here the following as a guideline for what does/should qualify for the encyclopedia:

2pt if adapted from manga / 1pt if adapted to manga
1pt if adapted from light novel
2pt if original anime/manga/l.novel was a massive hit
2pt if made in Japan
1pt if Japanese anime/manga creator is involved
2pt if reviewed on ANN
1pt if mentioned in ANN news

...and it gets accepted if it gets 8pts or more :-D
