I was hoping they would maintain some of the cast that was used in Zero (or at least Iri) and the UBW movie...
I mean recasting everyone when there's already a dub cast that's been used for other parts of the series is kinda odd.

So is this the cast we'll get for Carnival Phantasm? Even if it is very unlikely that we'll even get it.

Isn't that exactley what Zero did to Night?

This is the fourth different English voice actress to play the role of Saber. Four. Are the other VAs all that busy not to voice like, a few grunts and two "EXCALIBUR!"'s?

Looks like Sentai stopped working with Bang Zoom, it appears Rozen Maiden cast didn't return as well(Emily Neves is director). Personally I'm really disappointed but I understand its probably much more expensive.
I watched some of Illya dubbed on The Anime Network and its watchable but lacks the energy that I think Bang Zoom would have had if Stephanie Sheh & Mela Lee returned. Shelley Calene-Black is great as Luvia at least. Its not a huge issue because its not like this show is a sequel so it didn't really need the returning cast. Rozen Maiden on the other hand...

At this point, any variation of Carnival Phantasm coming to the US would make me happy.
I have to say though, as much as I loved her acting as Lina Inverse, Cynthia Martinez playing a little German girl? Sounds really off-kilter for some reason.
I mean Ilya's always had an airy, flighty voice, even in comedies like this one. Cynthia is just too...gruff. Her Lina Inverse was pissed off and badass, her Puni Puni Poemy was manic and hyperactive, her Akari Kirishima was tsundere, and I can't remember what she did in Elfen Lied, but then I try to forget everything in that depressing show.
Anyway, I just can't imagine her voicing any incarnation of little Ilya.

Changing already stablished VAs should be a capital crime. Even more with Type Moon stuff and its many series. Just see Japan, even with all the different funding companies (Bandai, aniplex, Geneon) and studios working on Fate (DEEN, Lerche, SILVER LINK, ufotable) they always used the same VAs, but according to Sentai we don't need consistency.
I hope Sentai never gets Carnival Phantasm, they would completely rape it and pick random rookies for the Tsukihime cast.

Don't you mean "but according to Aniplex of America"? I mean Sentia got most of the Fate/Stay Night cast for the Unlimited Blade Works while Aniplex just plainly recasted all of Zero and even had to gull to us some voice actors from Night in different roles in Zero. Sentai is just fallowing that trend.
Besides, this show is in alternative universe that has no connection to the Fate series besides borrowing some characters form there. It's as cannon as Carnival Phantasm to the Fate Universe.

That ain't my logic, it's just the state of the matter. I'm not agreeing to the cast changes, I'm just saying that the trends is universal to the Fate related shows. The english dub gets recasted and the one that started the Trend is Aniplex of America not Sentia. I didn't hear so much butt hurt when Aniplex announced their cast choices. You know why? Because everyone was just happy to get a dub because it seemed like there wasn't going to be one because Aniplex released the show Sub only already by then.
However, when Sentia recasts a SIDE STORY, you guys are here at the drop of a hat. While Aniplex gets off Scott free for recasting the main story line.

This anime is part of the Fate/Stay Night series right? Didn't Bridget Hoffman voice a character or two in the series at some point?

I'd say its not really part of Fate/Stay Night, it just uses some of the characters from the Fate universe to tell its own silly magical girl show.
She voiced Illya's mother Irisviel in Fate/Zero.
