Why do some DVDs not carry foreign dub languages?

For example, Cowboy Bebop: The Movie has released Spanish and Portuguese dubs in South America, but the DVD print only has English and Japanese soundtracks. Why is that?

A) The studio who made the DVD may not own rights to foreign dubs of that movie in those languages
B) There is not enough space on the DVD remaining (in other words, it's exceeding the 8GB limit)
C) Both A and B
D) Other reason

If you chose "D", then state your reason.

Mostly A.
The studio and distributor don't even own the rights to the dub they produce. The distro only paid for the rights the original audio and production rights for a dub. Also various language dubs happen at different times because no one company does dubbing.

Well i can speak for the spanish dubs.

Anime was enormous in latin america and spain in the 90s, but ever since the main anime channel closed down in 2005(?) and transformed into Animax LA, well things went downhill from there. Nowadays Animax just airs stuff like Clueless or old 90s movies, no anime.
So if there's no anime on tv, what's the point in dubbing?.

on sidenote:
I feel sad for kids today, they dont have half the cool stuff we did(90s kids). The Disney Channel is garbage, and well, that's all they have Razz

It's mostly A. It's simply put, another licensing issue to slap onto a document. And considering how many licenses it already takes, it just isn't worth it.

That said, I feel your pain here and there. Sometimes, I look at my Le Chevalier D'Eon, pretend they're speaking in French...then cry myself to sleep.

Although, I'm just whining right now... Hart's linked me plenty of times to French release. Razz
