It would have been great to hear Haruko Momoi performing live - when was it announced that she would actually be singing?

I can't actually speak on that, I suspect it was when Haruko was announced.

I couldn't see it on the SMASH! announcements on their web site e.g. http://www.smash.org.au/guests/haruko-momoi

PS... Haruko Momoi has since been announced for day 2 of Animax Musix on 24 November 2013, which I will be attending.
