First, I want to say I hope Ms Misawa gets well soon. Heat stroke sucks and it can be fatal if the person doesn't get medical attention Man, the humidity alone would have knocked me on my butt.

She may not have air conditioning in her home. From things I've heard about just talking to people in real life, and from watching House Hunters International on HGTV, it's clear that air conditioning isn't that wide spread outside of areas who usually need it. There are also issues with preexisting structures, expense to own and run air conditioning, and cultural ("we've never needed that in the past, we don't really need it now" type of stuff) that make AC not quite the norm it is in say North America (I've actually heard it not always common to find AC in Europe, either). I've seen episodes of HHI that covered Japan, Hong Kong, and I think even one on Singapore, that brought up lack of AC availability as a point in them. Even in the U.S. there are areas where people don't have AC in their homes because they don't usually need it in the summer - just opening the windows and using fans works. So this could be part of why she might not have had AC to begin with.

indeed take some cool fluid & keep cool air to get better.
give notice she only 20yrs right & heatstroke at that age really have to be safe at all time.

91F isn't unusual for where I'm at in the U.S. in the summer. It's actually been much hotter the last two years with us hitting the 105F mark (last year for almost a month straight - that I can live without ).
Now, what you didn't say is how much humidity you deal with. Australia's a continent and has almost as many weather zones as North America. 91F with low humidity is a lot easier to deal with than high humidity and that heat. It also matters how much of a breeze you get as well. Anyway, I'm under the impression the hot weather in North Hemisphere Western Asia at the moment is much worse than usual for whatever is the norm for them. I've seen a lot of news items out of China on the issue but not much out of Japan prior to this but I'm not surprised they're getting similar weather.

And even if she has, Cool Biz tells them to limit the use or set it no lower than 28C.
