This is nonsense. You have to have permission now for decorations?

For each person that puts out a Jack O' Lantern at their front doors during Halloween, does somebody in Ireland keep track of each and every pumpkin to make sure they get a slice?

you are nonsense. Doesn't Ireland has the LiJack O' Lantern Right?

Sanrio is the Hello Kitty's rights-holder. They are not putting it at their front doors for decorations. The Shopping district is using it for advertisement to get more people to go there.

Sanrio is kinda of Disney crazy. Use their stuff without consent and you will get the wrath of their fists.

Fine. Two in a thousand.

All I know is, most costume shops are small local outlets - most don't even have their own websites. Not worth starting trouble over. Hence, largely ignored.

Most costume shops have to buy their stock from retailers - and the retailers have to have permission to sell the costumes from the licensors, or else you get the story in Sailor S's article.
