Foreign English dubs and potential reverse importation.

This is regarding English dubs not released here: I notice that sometimes companies here will have properties that they release only to foreign English speakers. Hypothetical example is if Viz has a series but will release it to foreign English-speaking countries (Philippines perhaps). Why is that?

Also, why can't we really legally import the English dubs that are from Animax Asia or some other channel on DVD? An instance is Ocean has done the dubbing for the Powerpuff Girls anime yet it shown on foreign English-speaking countries.

Finally, This is from the Blue Dragon Wikipedia article:
"An edited English language dub of the series premiered in the United States on Cartoon Network, on April 5, 2008, where it aired on Toonami Jetstream until Jetstream was cancelled on January 30, 2009.[42] Since then it has been discovered that Viz Media did make an uncut version of the Blue Dragon anime in English. This uncut version released by Manga Entertainment has had the first sixteen episodes released on DVD (so far exclusively in the UK) with the next eight episodes due out September 21, 2009."

Why is that sometimes either the unedited English dub of a show will either be released first to a foreign English-speaking country or the unedited dub will be released exclusively to that country? Then, if possible, you pay to buy an essentially reverse imported DVD?

Animax's dubs are usually of incredibly low quality, so no one wants those. Also, Viz doesn't release things worldwide, they're only a NA based company.

As for Blue Dragon, and other unedited dubs like MAR, etc. Viz probably doesn't believe it's worth it to release these titles on DVD since their heavily localized counterparts bombed.
