In regard to "fanservice", what's a mascot?

I've seen this word used several times and I'm not sure what it relates to.

An example or two would be appreciated.

A mascot is a mascot, right? A symbolic representative of something.

I would assume a mascot fits into fanservice when it makes a cameo appearance in another show, e.g. Mesousa from Pani Poni Dash popping up in Negima!? or Sayonara Zetsubou Sensei. Or this screencap from the PPD OVA, which includes mascot characters from Umi-sensei from Hidamari Sketch, Motsu and Shichimi from Negima!?, and the penguin-ish thing from SZS.

Thanks. I just wanted to make sure the definition is apt.

My first thought was of the yellow cat in Azumanga Daioh, but for the life of me, couldn't figure out what the mascot was for.
