Does anybody know if this is a 480p upscale or was it produced in HD. I want to pre-order it on amazon and this piece of information is critical to me.

They say on the DVD commentary that it was produced in HD, and it claims as much in the encyclopedia here.

Correct, Samurai 7 was the first ever anime series to be produced in HD. And seeing as how FUNi seems to be the only mainstream company making a serious effort towards HD anime in the U.S., I'm sure they'll at least try to use the original HD masters to create a 1080p, or at least 720p image.
I saw a Blu-ray rip of Code Geass once, and it looked sooo clear and fluid. Hopefully, FUNi won't botch the video encoding as much as they have on some of their DVDs.

From what I've seen with HD anime (they're re-encoded TV captures of course) is that most shows just don't have enough reason to be in anything more than 720p. Everything is CG, so fine details aren't even put into the productions, and even further, they're still cartoons. So while it upscales well, there's still a point to how good it can look compared to real life.
Not to say it's true for all releases, I'd say high budget movies would definitely benefit well, like AKIRA, DYRL, and some others. One BD release that is surprising me however is Zeta Gundam's. Having that in 720p is damn amazing, you can see everything, from grain, to particles on the cels, to hair, and more. It's great, and now I don't think anything the DVDs would be worth it at all. I wonder if Tatsunoko and company will do the same for Macross, but it's not like the otaku wouldn't buy it.
