This person has come up before in the duplicate persons thread, and I think this one needs to be settled soon because he has become a Director 監督 lately and will potentially be mentioned in news articles. Most Japanese sources that provide furigana indicate that the correct reading is Shinya Kawamo. anime@wiki doesn't have a "?" in the reading like it does for people whose names are uncertain:
