I know the staff can't fully disclose how the formulas are handled, but I was hoping this question could be answered: do any of the formulas entirely exclude ratings from people that have selected "won't finish"?

Apart from being negatively biased to begin with (i.e. why they won't finish it), they also have no idea of the show in its entirety. For example: after about 5 episodes into Mawaru Penguindrum, I would've rated it "good"; however, after watching the entire series, it's one of my favorites.

Might as well add another question I've had for awhile: I've read before that when someone selects that they've watched something that isn't out yet that the system treats it as "confusion" and their ratings matter less. If you have watched every episode of a currently running anime, such as One Piece, would selecting "seen all" label you as "confused" or be an acceptable selection?

I've heard that argument before and I don't think it's valid. People who select "won't finish" are not excluded from the ratings and neither should they be. If you like an anime, you'll watch it until the end. And if you don't like it, you'll probably drop it before the end. As such, it's normal that anime marked as "won't finish" would have a low rating. You might say it's negatively biased, but anime marked as "seen all" are just as equally positively biased.

For the second question, marking ongoing anime as "seen all" has no effect.
