I can't imagine they're cutting anything out of the current episodes...
My guess is that different heroines will get episodes devoted specifically to them to complement however they wrap the "canon" story up.

Maybe there will be actual penetration. Given that first episode, it seems like the only thing they might not be willing to air. . . . >.<

I have a feeling those disc episode count numbers can't be right, or at least, it's something more like, the first three BD discs each have an extra three-minute short episode, and the fourth has two of them.
In any case, even if it's only really three eps per disc (like the DVDs), that's still more convenient than the usual two-eps-per-disc we get on most 12 episode series.

That's typically not how these are listed. Usually full episodes are counted and then shorts/picture dramas/etc. are listed in "benefits".
Additionally, the runtime is listed as 104 minutes. That's got to be 4 broadcast length episodes.

Five entire full-length episodes not present on the DVDs? (Who the heck would buy the DVDs?)

And yeah, they really want people to move to blu-ray, so they're incentivising it. The transition from DVD to BD has already started, but it'll be particularly extreme in this case.

12 + 5, actually. In either case, yeah, not ridiculous. Exclusively home video episodes have become an established trend, recently; it seems to pop up on the headlines here for series X once or twice a month these days. Also, I think the inclusion of exclusive content has as much to do with spurring home-video purchase period as it does with spurring BDs, given the importance of that revenue stream (and in a shrinking market at that).
