I wonder if the ADV license is for the TV or DVD version.

I remember thinking the exact same thing when I read the article. Hopefully this won't turn out like Evangelion did with its "Director's Cut" footage.

Im assuming they've been given permission to use both, DVD version for the R1 dvds and TV version for the anime network.

That could be, but there are usually two seperate licenses for TV and DVD versions (best example being Nagisa's Eva comment). It would probably be cheaper to only buy the DVD version and do the edits themselves. but, like I say all too often, just have to wait and see. Or ask Allen, there's someone that would know.

Gantz is a big show for us, so you can expect something special. Beyond that, I'm not allowed to say more at this time.
I can say this though, for our release of Gravion, we used the Japanese DVD version which had a lot of cleaned up and corrected animation. The TV version was a bit rushed due to the schedule of trying to get it to broadcast on time, so for the DVD release, GONZO took the time to clean up a lot of the errors.

I wouldn't assume anything.
American fandom has a history of being disappointed by DVD releases that were based on Japanese TV version, and not Japanese DVD releases.
With any show we hope that the American licensors get the most complete version, but often times they are completely unaware of the fact that there are two different version when they license it and they just take whatever they get from the Japanese. In several of the past times when American companies released the TV version, they only found out that there was a more complete version when the American fans complained about the release.

i agree, they'll probobly just licence the dvd version and put that version on the anime network and on their dvd releases, i meen, the anime network IS a pay channel, and they haven't cut anything in the past, why start now, right?

Don't be so sure. It wouldn't be ADV doing the cuts afterall, and it would be the original Japanese TV version. The uncut Japanese version DVDs could be written off as "special edition" that they chose not to pay the premium for. (Also, TAN isn't a pay network)

Is someone able to confirm if the "new" parts were actually specifically intended for Home Video release, or if those parts were animated and then removed by censors for the TV version?

Anime Network is NOT a pay channel. The linear version that rolled out a couple of weeks ago is paid for with ads, just like a standard network.

When they animated it the first time around, all those parts were in there. It wasn't a specific plan to make the DVD releases more special than the TV release. When it went to air, the decision to edit it down was made. Gantz was originally scheduled to be 13 episodes aired, but with the amount of editing done, it became an 11 episode run instead.
