(Note that it doesn't explicitly say the 2nd cour is Haruhi too, but there is a 2nd cour as if there is a new production.) |

No. A cour is a 12-14 week block of airtime/episodes.

Not really, its clear that Kadokawa has collectivly lost their mind, and believe that they can treat the Haruhi fandom like utter crap, and still get away with it.
Most likely their right, but they have still lost their minds because they are not even trying to get a larger audience for it.
