I'm not very familiar with the Guilty Gear series, is Lucy the first guest character added to the series' roster? If so, I think she fits the game's world very well, I know there's people that don't like when they add non-game characters to fighting games, like Spawn on Soul Calibur II (though I think he was a better fit in the Mortal Kombat universe when he was added in MK11), Yoda and Darth Vader in Soul Calibur IV and perhaps the most the most infamous addition, Negan from the Walking Dead in Tekken 7. But I think Lucy fits well in the Guilty Gear world, and to be fair, I remember there were people who were excited and thought Yor Forger from Spy × Family would be added to Street Fighter 6, only to be dissapointed that it was only a skin for the avatar charcter, and not a very good one at that.
In some aspects, I think this just only reinforces the fact that many people would love to see more serious fighting games based on anime that aren't arena fighters, which is funny because I think ArcSys was involved in an arena fighter based on Kill la Kill

Yes, she's the first one - and honestly, that's probably the most surprising pick of the first-ever collab character - especially when Lucy is not even the most popular of the bunch of Edgerunners cast, nor is she the prominent "fighter" considering her background.
But yeah, considering the GG wackiness, she fits in like a glove into the cast.

I mean Japan has made these games problem is many of them largely either never left Japan or sucked.

I think one of the more interesting things about this choice in crossover is how Cyberpunk's future earth is in some ways the opposite of GG's, with Cyberpunk's being all about technology, while in Guilty Gear all traditional technology was banned after Y2K actually occurred due to an extradimensional being trying to manifest itself in our reality, with the Independent Airborne State of Zepp being the only major place left that uses the otherwise outlawed "Black Technology" instead of the magi-tech that replaced it.

If I had to guess it's because Lucy is the only one still around after the series or they avoided Rebecca due to her design being too sexual given how they redesigned Dizzy and other returning characters.
