I hope Square Enix publishes this new Dragon Ball RPG, they do own the Dragon Quest series after all.

So it's either going to be Jiren or Toppo. Still waiting on Kefla, Caulfla, Kale, and/or Hercule

I first misread it as "11 characters".
Anyway, Jiren is the more..."popular" of the two, but Toppo is more likeable. Anyway, both of them would be nice additions. But Jiren is THE warrior of Universe 11.

It's most likely going to be Jiren though Toppo would be welcomed also. If they do the DLC in packs of 2 again, I'm either expecting Goku (Ultra Instinct), Kefla or Caulifla with Kale or vice versa (e.g. Android 18 with Android 17).

New game pitch. A Smash Bros. game but replace the setting with the Tournament of Power from Dragon Ball Super. Have all the characters from the Dragon Ball franchise plus all the characters from Shonen Jump as the inhabitants of the other universes vying for survival! No flying way allowed (except for characters with wings) Also, make the game stage explorable instead of a 2D screen so opponents can fully circle the ring and hit you from all sides!

Bandai Namco owns the rights to publish the series. That's not happening.

An action RPG? I think it could be like those titles that Atari published in the 2000s for the Game Boy Advance.
