Sounds like the person who wrote this article got the two channels mixed up. NHK World is a 24-hour English-language news channel, which is available for free to watch online (and affiliated with some PBS stations). TV Japan is a completely different entertainment channel which you have to pay a premium for as part of a satellite TV package. The latter only translates certain shows and not others.
