Man, J.C.Staff sure are going to be busy in 2019. (This, Index, Railgun, One Punch Man, Date A Live III, Accelerator) I just hope that things don’t go too awry with that much on their plate.
That being said, I’m glad to hear more news about this film. I’ll be hoping that a new TV season can be announced around the time this gets released.

I'm just wondering if it'll be a new story or an adaption of volume 5. I haven't watched the anime since I've been reading the novels, so a new story would be more interesting to me. Though I'd also love to see volume 5 adapted. I think they could fit it into a single movie.

My only problem with J.C.Staff, is I find their background art post Kobayashi to be awful. There was this one time in Food Wars! where the restaurants chairs looked like they were just 3D models rendered out and inserted into the scene. KonoSuba on the other hand, had some nice looking backgrounds. Unless it is all done by an external studio.

Studio Deen didn't do the background artwork in Konosuba, so it might be an external studio.
Food Wars' backgrounds were done by J.C. Staff, Echo Animation and Production ai, so it's anyone's guess who made that background you didn't like,

It is long overdue for this franchise to get an Eng. dub. Concerning the humor just be as faithful to the faithful to the Japanese as possible. Some jokes might need an equivalent alternate joke.

Wikipedia cites CR as having the license, so we could get a Bang Zoom! dub in the future.

Did they clarify whether it will be a compilation film or based on material not yet covered in the anime?

I wonder if the movie is adapting the first three Explosion! spinoffs. That would be kind of neat. We would get to see Megumin and YunYun's journey to Axel.
