I know there aren't that many older protagonists in anime, but if you were to choose a prominent, 18+ character as a favorite, who would it be?
My favorite easily belongs to Mizuho Kazami from the Please Teacher! fame. Sweet, caring, sexy, alien... and at the same time, a huge "Pochy" fan. And since she's close to my age (23), it wouldn't be creepy to say that I've gotten fairly attached to this character during my first viewing of the series.

Sir Integra Hellsing- she's cold, calculating, ruthless, what's not to salute? Another good older character would be Dutch from Black Lagoon; he just seems to have an air of 'I know what I'm doing, don't worry' that I'd gladly follow.
Romance:
Again, Sir Integra; ruthless women in men's clothing are vary fetching if I might say so meself.
...um, do Evangelion Angels count? In that case- Kaworu Nagisa, 'cos DAYUM.

Either Happosai (Ranma 1/2) or Master Roshi (Dragonball). A pair of old coots living old age freely and without worry. I hope to die that way someday.

I would say an "older" character would be someone 30+ myself. That's just me. I do have 2 good examples of "older" characters in an anime I appreciate and like. The first two that came to my mind were Jet from Cowboy Bebop and Dutch from Black Lagoon. Both are men that despite their appearance are very smart, calculating, and determined. Both basically run their own business, be it bounty hunting or "odd jobs," and both are very adept at their jobs. They don't just simply order people around, they can both get the job done on their own and are quite competent. Both characters also surprise you with their depth. They do not look the part of someone with intelligence or intuition. Both kinda have that gruff, slightly haggard look but the truth is far from the outward appearance. I also think both were brilliantly dubbed by the American VA's. While not a man of action in the physical sense one other prime example of an "older" character I think deserves appreciation would be Chief Aramaki from Ghost in the Shell. The man is a brilliant strategist and does the impossible task of walking the between action and politics. He's as loyal to his subordinates as a man can be and it shows in their respect for him. He also I would say would not ask anything of his subordinates he was not willing to do himself if able.

Many of the other older characters listed here are supporting characters so we see them in relation from a younger character's perspective. I will agree that older means at least 30+.
I will easily place James Links from Zone of the Enders. All he ever wants to do is to reunite his estranged kids, yet he discovers it isn't as easy to do as it sounds. I love how he tries tactics (like buying a cute kitten for his construction worker daughter) meant for younger kids on his children. It is very telling that they grew up quickly without him noticing.
I also can appreciate Master Keaton since he is a mix of many elements, but most importantly he is a good human being. Like James he is a central protagonist who I can really feel for. I also love how Dolores dotes over him while James (who doesn't even use her name) ignores her in favor for his own kids. It is cute and sad at the same time, much like Roy and Solty from Solty Rei.
Both Keaton and James are characters I can relate with being older and not living with family as well.

I'd second Master Keaton. Dai-Guard was also a great example of an adult cast in a genre (mecha) overwhelmed by angst-ridden brats.
My top pick for adult characters, however, would be those found in Satoshi Kon's works. I can't think of anyone else (in anime) who's better able to create complicated, flawed, genuinely multi-dimensional characters wrapped up in wonderfully realised, lived-in character designs.
Generally speaking though, I find it a lot easier to find characters I can relate to (I'm in my 30s) in manga than in anime (which may explain why I've been spending twice as much on manga recently).

I really like Shigure Sohma (isn't he 28?). He's such a carefree, loveable guy, who really loves his family (and High School Girls). I'd love to have a guy like that as my older brother (or cousin).
As for Romantically...hmm....Arcueid Brunestud. She's beautiful, and classy, while still having a naive sense of humor...

I'ma big fan of Gunter and Gwendal from Kyo Kara Maoh. They're technically over 100 years old, but even if you put the demon kingdom age weirdness aside, they'd both be 21-30 range.
Gunter is absolutely hilarious, and a really interesting character that I wish would've gotten more screentime and development. He shows signs of being a really deep character, so it saddens me that he was deteriorated to comic relief. At least he's excellent comic relief. He's also a good man, devoted to his king, but thinks for himself.
Gwendal is such a fun character in a different way. He has a tough exterior, but inside he's like a giant teddy bear. He loves kittens and knitting =3. He's also devoted to the king, though he has a different way of showing it, and he's not automatically trusting. He believes in doing what he thinks is right.
those two would also make a really cute couple~
for a female character, I really love Rinslet Walker from Black Cat. She's a strong woman with morals, looks, and brains. What's not to love about her? She's similar to Faye Valentine, but a lot less self-centered, and not one to try to screw over her friends. She's basically the good qualities of Faye and some things of her own as well.
If I were to pick an older character as a romantic interest (I'm almost 18! It's plausible!), I'd go with Faust VIII from Shaman King...if I could get him to realize that Eliza is dead. Having someone that would love me so sincerely would be nice, were he to fall for me x3.

I would have to second Aramaki. The episode in the first TV season where unarmed, he utterly dominates the thugs that have kidnapped him and his lady friend shows what an utter badass he is.
And how about Yupa from Nausicaa, as a strong, wise older figure. Or Seiji's grandfather in Whisper of the Heart?

Balsa from Seirei no Moribito is one that comes to mind straight away. A over 30 year old female bodyguard who is pragmatic and intelligent. Her VA Mabuki Andou (who I've heard primarily does j-drama) is incredible in her role when one of the best showcases being in episode 19, the emotion she puts into her voice is great and if I had to nominate the best vocal performance of the year in a poll she would go down without hesitation. Also being in some amazingly well animated fight scenes also doesn't harm her cause ;)
Oh and I'll also give props to the entire main cast of Baccano! All of them range from 20 years to over 200

I third Aramaki! Not only is he a competent leader, but he's strong-willed and manages to keep his head no matter what the situation. The episode where he was taken hostage in the wine bank, then managed to foil the police from inside it was just brilliant. He also respects and cares about his subordinates, and attributes any of their sucesses to Section 9 as a whole.
I've also had a longstanding crush on Hohenheim from Fullmetal Alchemist. He seems to be such a mellow, laid-back character, it's hard to believe that he (along with Dante) destroyed a city just to keep himself alive. In episode 50 when he said he was glad equivalent exchange didn't always work, because he would never be able to give enough for the gift of his wife and children I got all choked up.
Oh yes, and Briareos from Appleseed. In addition to being a cool, calm, caring, and protective guy, he has BUNNY EARS. 'Nuff said.

Ah! You took mine! Eh, it's okay. Hoenheim is indeed quite the older character. Heck, quite the character overall. From Ed's description of him throughout the series I wasn't expecting him to be nearly the kind of person he actually turned out to be. I thought I'd hate him and I ended up thinking he was just awesome!
So let' see if I can find another one....
I don't know how much this one counts since it's more manga than it is anime, but Ido from Battle Angel Alita definitely is one that comes to mind. He's just the kind of father figure to Alita you'd want pretty much any father figure to be like. Heck, he's the kind of person you'd want to have as your friend. Very loving, caring, willing to do anything for the people he cares about.
And for the most part, very strong willed. Although I felt it was just a little bit questionable the actions he took by the end of the series when he found out about the secret of Tipheres. I mean, I could see how that kind of thing would drive anyone crazy, but for the kind of character he was I just felt like it was kind of a coward's way out. I was very disappointed in him in the end.

Okay, I'm going to put in my two cents worth and mention:
Icchan of Angelic Layer - brilliant, erratic as hell, novel ways of punishing people, caring. Yeah, caring. Why else would he have been laying in wait for Misaki when she arrived in Tokyo (get your minds out of the gutter, you perverts!) He knew that she was arriving and he wanted her to rejoin her mother. So that her mother would be happy and perhaps think of him as something more than a friend. And along the way, he began to love Misaki for herself not just as Shuko's daughter.
Magno Vivan of Vandread - definitely qualifies as old! She is the heart of the all female pirate crew. Not only their heart but their mother in many ways. And she became the mother to the guys who ended up with them. Not to mention that she was more closely connected to one of the guys than even she dreamed of.

For me, it would be Kakashi from Naruto. I appreciate him because of his laid back and care free attitude but in times of trouble (especially when his students and friends are involved) they can definitely count on him.
Plus, he looks soooo cool!

I really like Soichiro Yagami from Death Note. I thought he was so cool to risk his life just to find out the real identity of Kira, and that was the very reason why he died in the end too. Not only was he an honorable policeman, but he was also a good father to his children. He really believed in Light's innocence.
