I'm pretty sure these are supposed to look like the top parts of hakama. Normally hakama are worn over kimono, so the only thing that shows is more fabric, but hakama-with-nothing-underneath is a pretty common fanservice design (which works on guys too, for once).

I won't deny they're "ridiculous" but I ADORED the uniforms on 11eyes.

.....it was one of the few good things about the show. Laughing

In "Freezing", Satellizer's school uniform is also quite fan-service friendly.
