Probably. It looks like Mandarake added the pixelation themselves to me, for purposes of the web site image.
I imagine if it was one of those Mandarake Auction things where they had the actual item on display at the store like usual, then they probably did the typical Japanese store "pixellation" of putting a Post-It note over the offending part.

Given the 2009 date on the signature, I assume this was either a commission or a gift for one of the character designer's friends. Who probably decided he needed some extra money this year.
Of course, it is a fact that Takahiro Kimura has never been shy about drawing erotic and/or pornographic materials throughout his career. You could say something similar about CLAMP too, though in that case they've obviously drawn more dudes than girls.

Funny thing, I had that on my watch list at Mandarake...still a lot of items at the auction that I'm considering (and I will confess I missed out on one item today that based on the price, I would've outbid and won)
