I know Niea is in some sort of licensing conflict, and I'm not finding any evidence of tokyopop ever releasing it in the U.S. Does anyone know if there is a translating group that has translated the full 2 volumes?

No sign of any legal translations out there and of course you've read the rules and know that asking for illegal translations isn't allowed.
