What are the chances "North America" means USA only?

Very high. The test locations Sony announced today are all in the eastern US.

I'm sure this will come out in your area in the future. Just be patient.

Assuming he's Canadian, Hulu hasn't set a great precedence in that regard...

I don't watch enough TV to benefit from this service.

Even aside from the Netflix, Hulu, Amazon, HBOGo and Crunchyroll we already get from the PS3, having the other streaming sites is a nice addition.
Hopefully, this will be taking the place of the Movie Store, which started out as such a nice idea before streaming came along, but is now a little low-rent alley for the indie direct-video market, or slightly more downloadable new-releases than Vudu. There's one Sony service in desperate need of being phased out for one or two better current-era services, and they might consider putting Crackle out of its agonized misery along with it.
(I wouldn't mind the iPad app either, but the whole point of having a PS3 app is to get it on the big screen.)

Yeah that's why I posted. Plus nbc and other networks are always region locking their YouTube videos.

This project won't succeed. This is pretty much the same service that most cable providers already offer except through the PS3. The reason people are cutting the cord with cable is because they don't want to pay for 100 channels they don't use. Don't think this service is going to fill that gap.
