I've been reading around that Bandai's completely out of the business in March 2013 (that means now) so there licenses should expire or the licenses should revert back to Japan right at least?
Just curious because Code Geass got a blu-ray release in the UK and I'm wondering how long it will take for it to get released on blu-ray in the US.

Bandai isn't out of business- they've simply stopped making dics. It's not quite the same thing.
What it means is, Bandai is sitting on whatever liscenses they still have until the contracts expire. They can sub-liscense to someone else who wants to make discs, if another company makes an agreeable offer.
I wouldn't hold your breath for a Code Geass BD. Getting Blu-rays released to the US market is still kind of tricky, and having that extra step of dealing with a sub-liscense means any interested company might just be waiting for the contracts to expire so they can start over with the rights holders in Japan (assuming there is an interested company in the first place.) It's hardly an impossible thing, but it's not coming tomorrow.

If FUNimation gets Code Geass, the chance of it getting re-released this year is minimal.
If Sentai Filmworks gets it, the chance goes up. If they do have it, they probably won't announce it until it's ready to be solicited soon.
In terms of Blu-ray, the probability is high once it's license rescued. BD has been released in AU, UK, FR, and DE.
It's a wait and see. Whomever picks up Akito the Exiled should have the leg-up on the TV series.

Sorry, but this is incorrect. BEI relinquished a lot of its licenses, IE: gave them back to the Japanese licensors. BEI is closing completely right around now (either end of February, or end of March). They aren't sub-licensing anything.
