Yes I know they have a list of them on this site but I feel some anime are more underated then the next, some that aren't on the list ones like Potemayo which made me laugh so hard I was hitting my twin sister on the Shoulder while watching it, and Nichijou that made me laugh for at least 4 minutes straight, as well as the Romance stories of Kodocha and Marmalade boy, I'm a Slice of life, Romantic Comedy fan girl so these are right in my alley and I feel even though they are both very old animes they have a distinctive charm that newer animes don't have. And then there are the overated ones like The Melachony of Haruhi Suzimiya, I've seen a few episodes and they are ok I guess but not worth buying on DVD, maybe it's the fact that I can't stand Haruhi or the fact I'm not into Sci Fi that much. I Don't know maybe I"m wrong on this one, but I want you guys to be the voices for the animes you feel are Over and Underated. Another underated anime that comes to mind is Sayonara Zetsubou Sensei, both the Manga and the anime are works of genius. I suggest you check them out if you have the chance. ^ u ^

Not sure about underated but Bleach is definatley overated. I feel like they went over the top with the plot and it just became rediculous to follow and also boring as everyone just infinatley gets stronger.

Not sure if you intended to include anime movies, but I am anyway.
- Grave of the Fireflies - I don't get what's so great about it. I felt pretty detached and bored throughout the entire movie.
- Akira - it has become overrated probably due to how old it is.
- Bleach - I eventually lost interest; you can only do the same thing so many times.
- Naruto - same as bleach.
- One Piece - same as previous two.
- FLCL - (this one will probably be met with mass hatred) I don't understand what's so amazing about it. It wasn't terrible, but it certainly wasn't great.
I can't really list underrated because I don't hear people talking about how terrible things are versus how great they are. I also don't feel like going through the hundreds of things I've watched and checking their ANN rating to determine if they are underrated.

Definatley agree with FLCL I have a friend who is obsessed with it and swears it is the greatest thing to ever happen,Never saw its appeal glad I'm not the only one.

Kodomo No Omocha is one of my favorites and is definitely overrated. Marmalade Boy however, annoyed the hell outta me...and we're talking about a girl whose tolerance of cheesy shoujo drama is incredibly high.
It's just.......omg Miki.......Yuu.....BACK AND FORTH BACK AND FORTH. I COULDN'T TAKE IT ANYMORE. SCREW THEM BOTH. IT WAS MIAKA AND TAMAHOME ALL OVER AGAIN.
lol The plot wasn't that good either. Way too freakin long. Four love rivals for both characters...yeah, that's ridiculous. One for each is PLENTY.
So I wouldn't call Marmalade Boy overrated....because it's just not that good in the first place. The first 26 episodes were okay I guess. I'll still take Haruhi and most main stream stuff over it any day.
Overrated anime in my opinion:
*Cowboy Bebop
*Naruto. Oh my gawd Naruto. Why won't you die? Please....just....go away.
*FMA 2003. Why people insist this version is better than Brotherhood....I.......I don't know. They must have a screw loose or something. DID YOU FORGET HOW THE LAST HALF OF THE 03 SERIES WAS COMPLETE BULLSHIT!?

Underrated anime:
Full Moon Wo Sagashite. I'm glad it gets attention. BUT IT'S NOT ENOUGH. IT NEEDS MOAR.
Princess Tutu: See above. This series is a masterpiece of the mahou shoujo genre. It truly is. I'd have to call it almost flawless, even.

I actually made a list last year showing overrated Anime, but it's on my other computer. It compared my ANN score to the ANN Bayesian rating, and one simple subtraction formula later it told me how much the two differed. The bigger the difference the more over-rated the Anime in question was. I could have done under-rated Anime as well but that is a lot of work so meh.

I can't really compare the two series, having dropped Brotherhood only a few episodes in(pretty much once the novelty wore off), but I don't see how the second half of the first series was "complete bullshit" - in fact it was my favorite half.

I watched the entirety of FMA and FMA:B and I enjoyed both, but Brotherhood was better. They start off a little similar, but they quickly become extremely different.

Because the writers pulled it out of their ass and you could totally tell. :/ It went against everything the series talked about....that ending was extremely deus ex machina!

It's appeal was mostly an illusion created by Cartoon Network, who started airing the show in Adult Swim....well, knowing the boardroom's tastes, you can GUESS why. 'Nuff said.
To say "This is what CN considers Anime Comedy" pretty well sums it up--But, like Trigun, FMA, Wolf's Rain, Witch Hunter Robin or Bleach, shows that air for free on CN often get a LOT more overrating than they deserve, often with viewers who don't watch much of it from other sources.

It's no good if the first half can't keep me interested. Maybe it's the way the scene that were shared between the two seemed ineptly handled in the latter(or at least less satisfying - it really shows they wanted to get past the adapted chapters, at any rate).

The only thing like that I can think of would be Edward being sent to "our" world instead of just vanishing, but that hardly ruins the ending(the movie taking place in Berlin when the series established the city was London bugged me more).

Based on series on my List of 249 animes I watched from start to finish since 2002 these are what I believe to be underrated/overreatedL
There is no order, just a list of underrated and overrated series:
Underrated:
Desert Punk - At first myself I thought this would be the first ever series I was going to drop due to the execution of the first few episodes. But since I watch a series from start to end no matter how bad it is, I discovered this series to be a rare gem. The Anti-Hero Lead is one of the most believable characters I have seen in Anime, the situations in the series were all realistic (there was some filler near the middle before the transition though).
Princess Lover - This is one of the 500 worst rated animes on this website. It still to this day sickens me to see people rate this series worst than anime porn. This series is Ecchi, but it isn't in your face like most series, as it comes more naturally. The series even has an actual "storyline" (After the leads parents are killed in the beginning and is taken in by his grandfather, the lead character tries to work his way up as a gentleman, and tries to gain success under his own means.). This series isn't top 500 quality, but it definitely shouldn't be near the bottom.
Overrated:
Cowboy Bebop - Don't get me wrong, Cowboy Bebop is a great series, and I believe it should be in the top 500, but definitely not top 10, or even top 50. Near bottom of top 100 (at most).
I gave the series an 8. Good storyline, and great action, but somehow I feel the series lacks depth (I know it sounds redundant).
Cowboy Bebop is the perfect example of a series that was brought up by being on adultswim. As someone mentioned before about the illusion adult swim has created. That isn't entirely true. There are plenty of series out there there were on adultswim that didn't get anywhere. Did adultswim Help Super Milk Chan? Blue Gender was pretty good anime I thought, but do you see it on the top 500? Nope it is less than average. Witch Hunter Robin has more votes than other series, but it is rated about average as well. Adultswim helps series get noticed, but doesn't always escalate its popularity. In Bebop's case though I'm pretty sure it did.
Neon Genesis - A series that was already breathtakingly popular even before it was on adultswim for awhile. I gave the series a 7, because it is a good series without a doubt. It was innovative for its genre at the time of release, it was dark, and in depth. The downfall that made me rate this series a 7 is the fact that there is just too much information going out. Enough to where it would confuse a lot of people. There was also a great many unanswered questions. The TV Series ending really didn't help the anime too much either.

I dunno if it lacks depth....but I certainly find it a bit boring. And I don't always feel happy when I walk away from it. Depressed is more like it.
@Polycell: Yeah, I REALLY didn't like that ending. lol

The funny thing about this, is the Princess Lover OVA that came later was indeed straight up hentai. That series is also based on an H-Game, so, yeah.

From what I remember of that show, it had a decent first episode, but everything after that ranged from mediocre to straight up awful. Remember the building-seige episodes? *shudders* That's around the point where I said "f##k this." Bottom 500 seems fitting. If it were in the bottom 100, maybe I'd say that's over-hating, but I'm not going to make any effort to defend that awful show.
What I don't like about these "over/underrated" topics is that they all too often boil down to "this is popular, but I don't like it, therefore it's overrated" and vice-versa. Whenever they come up, I can always guess with complete accuracy several titles that will be classified as "overrated": Cowboy Bebop, Full Metal Alchemist, Evangelion, DBZ, and Haruhi Suzumiya for instance. As you can see, only two of these have not been brought up so far. The "underrated" part isn't much better, either. "I like this, it's not (that) popular, therefore it's underrated."

In the context that it shouldn't be a bottom-500 series, I'll agree with you. I have seen all of it, and while it was hardly a good series, it wasn't terrible, either.
And as the Rancorous has already pointed out, its follow-up OVA (which I've also seen) is straight-up hentai. If that's not your thing then don't ever check it out.

And that's why I was very leery about even allowing this thread to exist - and it isn't like it hasn't had other iterations in the past year, either. Since Tony K clearly looked at it and chose to allow it, I'll tolerate it until the point where it degenerates entirely into what you're describing, at which point I'll lock it.
